Basic Act on Cybersecurity (Act No. 104 of 2014)

Summary

The Act sets the basic principles of Japan's cybersecurity policy and the responsibilities of the State, local governments, critical infrastructure operators and citizens. It establishes the Cybersecurity Strategic Headquarters in the Cabinet and requires a national strategy to be adopted. It has been amended several times, most recently in connection with the 2025 active cyber defence legislation.
